People permitted to connect agents

This list represents verified people, not agent identities. A future trusted service must verify each person's DID and the administrator's current session before accepting a change.

Room membership, task assignment, agent connection consent, and execution approval are separate decisions. OAuth, identity resolution, and connected storage are not implemented.
